Southern Power Company (SPC) and its subsidiaries own or have the right to own 55 facilities in 14 states, with more than 12,500 MW of generating capacity operating or under development in Alabama, California, Delaware, Georgia, Kansas, Maine, Nevada, New Mexico, North Carolina, Oklahoma, South Dakota, Texas, Washington, and West Virginia.

Job Summary

SPC’s Market Compliance & Policy team is responsible for developing SPC’s wholesale electricity market policy strategy and for ensuring ongoing compliance with market rules and regulations. SPC is looking to fill two Market Compliance & Policy Analyst positions – one with a primary responsibility of market compliance and the other with a primary responsibility of market policy.

Market Compliance & Policy Analyst - primary responsibility of market compliance

This position will be responsible for ensuring SPC’s ongoing compliance with wholesale electricity market rules and regulations, coordinating internal resources to achieve compliance requirements, and responding to Regional Transmission Organization (RTO) requests for information relating to SPC’s operations and market activity. Additionally, and as a secondary responsibility, this position will support SPC’s market policy engagement in target wholesale electricity markets, including attending market policy meetings, reporting on priority issues, and recommending advocacy strategy.

Market Compliance & Policy Analyst - primary responsibility of market policy

This position will support SPC’s efforts to positively influence policy in wholesale electricity markets to optimize the financial performance of SPC’s current assets and development opportunities, to provide strategic direction to functional leadership, and to develop internal employees’ knowledge of wholesale electricity markets. This includes attending market policy meetings, serving on committees and working groups for these target market areas, and communicating SPC’s interests and policy positions. Additionally, and as a secondary responsibility, this position will support SPC’s ongoing compliance with market rules and regulations.

The two positions work closely with Commercial Optimization, Trading & Transmission, Government Affairs, Operations, Remote Operations Center, other organizations within SPC and Southern Company Services (SCS), industry trade groups, industry peers, and staff members of Transmission Providers and Regional Transmission Organizations (RTOs). Periodic travel is required to attend RTO and trade group meetings.

Knowledge, Skills, and Abilities

  • Knowledge of organized wholesale electricity markets (e.g., CAISO, ERCOT, ISO-NE, MISO, NYISO, PJM, SPP, etc.), RTO stakeholder and regulatory processes, and transmission and interconnection planning processes.

  • Knowledge of electrical principles and power generation and energy storage technologies.

  • Knowledge of federal and state legislative, regulatory, and administrative policy making processes.

  • Knowledge of energy rules / regulations and associated compliance obligations for electric energy industry entities.

  • Ability to effectively represent SPC externally to fellow stakeholders, RTO staff members, and regulatory agencies.

  • Excellent communication skills; ability to simplify complex issues into concise messages to broad audiences.

  • Excellent organization skills to successfully manage numerous tasks and priorities.

  • Ability to understand the potential impact of new policies on SPC’s business objectives and to advocate on behalf of SPC.

  • Strong people skills and ability to work as a team player.

Major Job Responsibilities for compliance-focused Market Compliance & Policy Analyst

  • Gain understanding of wholesale electricity market rules, regulations, and requests for information relating to SPC’s operations and market activity.

  • Plan for and complete recurring / known market compliance activity and lead internal response efforts to ad hoc requests in a timely manner.

  • Support development of internal processes to effectively identify, monitor, prepare, and complete SPC’s market compliance requirements.

  • Serve as an interface with RTOs when SPC receives requests for information relating to its operations and market activity.

  • Provide status updates on market compliance activities to SPC management.

  • Strategically identify and develop relationships with key stakeholders, RTO staff members, industry trade groups, and industry peers that hold influence in the stakeholder and regulatory processes.

  • As a secondary responsibility, support SPC’s market policy engagement in target wholesale electricity markets by attending market policy meetings, identifying and reporting on important issues, and advocating for policy beneficial to SPC’s business interests.

  • Coordinate with internal business units within SPC and Southern Company, along with external resources, to determine level of impact issues could have on business objectives.

  • Share market intelligence obtained from participating in stakeholder processes with internal employees.

  • Monitor and influence trade organizations’ advocacy efforts to support SPC’s policy positions and business objectives.

  • Work with internal / external legal counsel as needed to support market compliance.

Major Job Responsibilities for compliance-focused Market Compliance & Policy Analyst

  • Gain understanding of wholesale electricity market design and governance to contribute to asset optimization and provide input to future strategic direction of SPC.

  • Develop advocacy strategy and positively influence wholesale market policy in target markets (currently ERCOT, SPP, and CAISO) to optimize the financial performance of current assets and development opportunities.

  • Support SPC’s engagement and advocacy on priority issues at FERC.

  • Strategically identify and develop relationships with key stakeholders, RTO staff members, industry trade groups, and industry peers that hold influence in the stakeholder and regulatory processes.

  • Attend / participate in key stakeholder meetings, serve on target RTO committees and working groups, and identify important issues that could impact operational, development, and / or financial objectives of SPC.

  • Coordinate with internal business units within SPC and Southern Company, along with external resources, to determine level of impact issues could have on business objectives.

  • Coordinate with internal subject matter experts to develop internal beliefs on key items such as energy and ancillary services market design, market participation rules, transmission and interconnection planning, cost allocation, and resource adequacy and capacity accreditation.

  • As a secondary responsibility, support SPC’s ongoing compliance with market rules and regulations.

  • Share market intelligence obtained from participating in stakeholder processes with internal employees.

  • Monitor and influence trade organizations’ advocacy efforts to support SPC’s policy positions and business objectives.

  • Work with internal / external legal counsel as needed to support market policy engagement

Education

  • Bachelor’s degree is required . Degree in technical, business, or equivalent field is desired .

  • An advanced degree in technical, business, legal, or equivalent field is desired .
