Job Summary:

The purpose of this position is to ensure the successful completion of Capital Construction programs for Southern Company Gas’s, Atlanta Gas Light and Chattanooga Gas Utility Local Distribution Centers. This position has accountability and responsibility for delivering on performance and financial results, and that all internal employees and external pipeline contractors perform capital construction work for the Local Distribution Center’s in a safe, quality, and cost-efficient manner compliant with all federal, state, local, and corporate requirements.

Functional Expertise:

  • Oversees construction and timely completion of underground gas utility infrastructure for AGLC and CGC.

  • Oversees the management of construction activities for a capital infrastructure program budget exceeding $300MM annually. Monitors program expenditures and schedules to ensure on time and on budget completions

  • Ensures compliance with governmental regulations and Southern Company Gas standards on all capital pipeline Construction projects

  • Prepares, monitors and executes on planned expense and capital budge

  • Provides explanations for both Capital Construction and O&M budget variances and develops appropriate strategic, corrective actions

  • Delivers all margin producing programs (rider programs) to budget

  • Monitors the customer on-boarding experience to ensure all customers are extended service in a timely manner

Business Acumen:

  • Identifies new Construction Processes and procedures to improve the safety, quality, and/or cost effectiveness of gas installations

  • Formulates strategies to increase productivity of all employees

  • Develop documented strategies for contractor quality deficiencies

Engagement:

  • Presents departmental performance and reports on the progression of major projects to key internal stakeholders at the executive level

  • Manages overall staff selection (over multiple LDCs) and development through coaching and training opportunities

  • Collaborates with other Gas Utilities to share best practices

Driving Results:

  • Develops and Executes annual O&M and capital budget within targets

  • Establishes and monitors work goals that are consistent with the department’s and corporation’s overall strategy

  • Drives results through performance management of staff including setting expectations, evaluating results and taking corrective action as needed

  • Implements construction programs to ensure safe, reliable and cost-effective construction of physical gas distribution and transmission assets

  • Develops key construction metrics to monitor performance and effectiveness of Construction Operation organization

Education, Certifications/Licenses, Related Work Experience:

Required: A relative BA/BS degree and 8 years of utility experience or 12 years of relative gas utility experience

Preferred: 10 years of pipeline construction and contracting experience or utility experience in a combination of Construction, Engineering, Project Management and/or Operations with a degree in engineering or construction management. A professional engineering license, project management certification, and/or an MBA are also highly valued.

Specific Skills & Knowledge:

Required:

  • Strong knowledge of regulatory codes and industry standards 49 CFR 192, ASME B31.8

  • Ability to read and interrupt project design plans

  • Develop and approve critical operating routines

  • Strong analytical, communication, and presentation skills

  • MS Excel, PowerPoint, and Word proficiency

  • Project management proficiency

  • Ability to read and interrupt design plans

  • Develop budgets and analyze variances.

  • Solve complex construction issues

  • Project leadership skills

Preferred:

  • Strong knowledge of pipeline construction standards including welding, fusing, boring/drilling, inspection techniques, and knowledge of Southern Company Gas’ OPM (Operations Procedure Manual)

  • Experience with Southern Company Gas systems including Work Management, GIS, Procurement, and Project Costing (Accounting) systems

Working Conditions/Physical Requirements:

The incumbent works in an office environment with occasional trips to the field

This position occasionally requires walking of construction sites and could require the individual to bend, kneel, or crouch from time to time.
