Program Manager, Pipeline Integrity

Description

Position is flexible to have the home office be either the Atlanta, GA office or the Naperville, IL office.

The Program Manager is accountable to develop, monitor, and report on a comprehensive project plan across the enterprise ensuring all Transmission Integrity Management Program objectives are met. The Program Manager will monitor key milestones and deliverables to ensure compliance with regulatory requirements and commitments and adherence to Company procedures. The Program Manager works with cross-functional teams and ensures deliverables are understood and delivered according to program, schedules and budget.

Functional Expertise:

  • Review requirements of 49CFR192, Subpart O and Company Integrity Management Plan to develop a comprehensive project plan that ensures required tasks are identified and tracked.

  • Determine resource requirements to complete all required tasks within required timelines.

  • Develop appropriate outsourcing plan, as necessary, to execute on the Project Plan

  • Develop appropriate tools for tracking and moitoring progress against defined objectives.

Business Acumen:

  • Develop, monitor, and report variances for departmental budgets.

  • Identify and properly manage risks.

  • Solves complex problems and makes appropriate decisions.

  • Prepares multiple options to achieve desired results.

Engagement:

  • Provides regular reporting regarding assessment activities to internal stakeholders at all levels of the organization as well as external stakeholders.

  • Coordinates and collaborates with both internal and external stakeholders to ensure successful completion of assessment activities (i.e. gas control, engineering, field operations, supply chain, land management, environmental, etc.)

  • Establishes and maintains positive communications and relationships with both internal and external stakeholders.

Driving Results:

  • Actively monitors and monitors progress against the project plan to ensure completion within required timeframes

  • Constructs project schedules and assigns roles/responsibilities to ensure successful completion of required activities

  • Actively identifies and communicates alternative plans or courses of action when project schedules are at risk.

Education, Certifications/Licenses:

Required:

  • Bachelor’s Degree (engineering, project management, or construction management preferred)

OR

  • Project Management Certification (i.e. PMP)

OR

  • Equivalent combination of education and work experience

Preferred:

  • Bachelor’s Degree AND Project Management Certification

  • Six Sigma Certification

  • Total Quality Management Certification

  • MBA

Related Work Experience:

Required:

  • With Bachelor’s Degree: 4 years progressive Project Management experience

OR

  • With Project Management Certification: 6 years progressive Project Management experience

OR

  • With Bachelor’s Degree and Project Management Certification: 2 years progressive Project Management experience

OR

  • With Bachelor’s Degree and MBA: 3 years progressive Project Management experience

Preferred:

  • Gas Transmission (pipeline) Integrity Management

  • Natural gas pipeline experience (engineering, operations, construction, etc.)

  • Supervision experience

Specific Skills & Knowledge:

Required:

  • MS Office – advanced proficiency, especially Excel

  • MS Project, Primavera P6, or similar scheduling tool(s)

  • SharePoint – intermediate proficiency, or similar tool

  • Project management and project scheduling concepts – intermediate proficiency

  • Ability to read and interpret codes, standards, regulations, and procedures and translate into an actionable plan.

  • Ability to organize and prioritize workload.

  • Attention to detail

  • Ability to solve complex problems and arrive at preferred solutions

  • Ability to read, interpret, and implement codes, standards, and procedures

  • Excellent oral and written communication skills with the ability to communicate at all levels within the organization

  • Demonstrated ability to establish and maintain effective working relationships with both internal and external stakeholders.

  • Ability to work independently with little supervision,

  • Ability to develop, monitor, and report on budgets

  • Ability to adapt to changing priorities and situations

  • Demonstrated leadership abilities by influence

Preferred:

  • Knowledge of regulatory codes and industry standards pursuant to Pipeline Integrity Management: 49 CFR 192, Subpart O; ASME B31.8S; NACE SP0502; etc.

  • Ability to define requirements for technology (i.e. software) projects to improve efficiency and effectiveness.

  • PeopleSoft Financials proficiency

  • Hyperion proficiency

  • The incumbent may be exposed to fumes, airborne particles, or chemicals.

  • This position occasionally requires prolonged standing or walking.

  • Occasional local travel.
