Reports to: Substation Construction Manager
Location: Hybrid: Flexible schedules available with the ability to telework and to attend in-person meetings and field visits as needed. Also able to work at Forest Park, GA (GPC Transmission Construction Building). This role has statewide responsibilities.
Job Summary
The Substation Construction Contracts Supervisor is responsible for providing leadership, guidance, and direction to the Transmission Substation Construction contractor work group with statewide responsibilities for performing Substation construction activities for the Georgia Power Transmission capital program. Responsibilities include contract evaluation and awards, contract administration, contractor performance, and supplier diversity engagement. There are currently 20 Substation Construction contract crews on the system; significant increase of contract crews expected in next 12 months.
The role will provide direct leadership to 6 Construction Field Managers who work four 10-hour days, Monday through Thursday. The Construction Field Managers oversee and manage multiple large-scope capital Substation construction projects across the state for internal and contract crews and provide leadership to a team of 20 inspectors who provide oversight to Transmission Substation construction contract resources. They also serve as a scoping resource for the development of Transmission Substation projects. The Outage Coordinators submit all work requests for outages Transmission Substation Construction and serve as Liaisons between the Transmission Control Center’s Prearrange and Operations Planning teams and Transmission Substation Construction. The Supervisor will conduct ongoing performance management and ensure robust plans for employee training and development in support of an active learning environment. The Supervisor is responsible to lead the team in a Safety Excellence environment with a focus on learning.
The Substation Construction Contracts Supervisor will coordinate with the Substation Construction Supervisor, Substation Construction Field Managers, Switchboard Wiring, Equipment Installers, Contract Crews, Construction Services, Project Management, Substation Design, Transmission Maintenance Centers, Transmission Control Center, Supply Chain Management, Grid Investment, and other internal and external partners to ensure projects are completed on schedule and in a quality manner.
Job Responsibilities
Provide leadership for Substation Construction and support initiatives throughout Transmission Construction.
Create and implement strategy to address current and future needs of Transmission Substation Construction.
Build and maintain collaborative relationships with our contractors to ensure their ability to perform work to high quality standards and in a safe and timely manner.
Interface with Supply Chain Contract Administration.
Provide leadership and oversight to the bid process (contracts, RFPs, bid packages and pre-bid meetings)
Model safety leadership and support employee-led safety culture and human performance initiatives.
Foster an inclusive culture where employees feel valued and create an environment of trust, development, and continuous improvement.
Deliver effective performance management and actively support leadership development and training for direct reports.
Create and implement equitable, proactive plans to support Substation Construction team members in their learning, growth and development training for current and future roles.
Manage relationships with internal and external partners.
Oversee the onboarding process for new contractors.
Oversee the hiring and onboarding process for non-covered Substation Construction team.
Support the Gated Process for effective and timely completion of Construction projects such as engaging in weekly/monthly scheduling meetings.
Assist Substation Construction Manager with workforce planning and contractor management.
Lead and coordinate storm restoration efforts as needed, which could include weekends, holidays and overnight travel.
Job Requirements
Education: High school diploma or equivalent; college degree beneficial
Technical Experience:
Five years of Transmission and/or Distribution experience required.
Familiarity with project management principles and techniques including the Gated Process is a plus.
Contract administration knowledge and experience is a plus.
Leadership Experience:

Knowledge of the Georgia Integrated Transmission System (ITS) beneficial
Knowledge of GPC Safety and Health policies, safe work practices & procedures, and System Operating Procedures
Proficiency as a mentor/trainer
Ability to lead workgroups through change by understanding, communicating, and implementing strategic initiatives.
Demonstrated leadership involving multiple work groups and departments with the ability to cultivate a team environment for project success and resolve conflict between individuals and functional areas
Effective in oral and written communications, facilitation of meetings, and ability to build and maintain trusting relationships with varied contacts, both internal and external to the Company
Knowledge of contract administration beneficial
