Land Management Agent I
Prepare Land investigation materials for various Engineering Design Requests. Researches and checks property titles to determine ownership and existing easement rights. Intermediate – Requires knowledge and experience in own discipline still acquiring higher level knowledge and skills. Solves a range of straightforward problems. Analyzes possible solutions using standard procedures. Receives a moderate level of guidance and direction.
JOB RESPONSIBILITIES & ACCOUNTABILITIES BY COMPETENCY
Apply working knowledge of real estate practices and principles including, abstracts, appraisals, conveyances, eminent domain, legal issues, permitting, surveys, title, valuation, and zoning.
Perform Real Estate investigations summarizing property ownership, restrictions, and rights. Identify those utility relocation projects where costs should be reimbursable by others.
Ensure thorough and accurate documentation is prepared for management of real property – appraisals, easements, licenses, plats of survey. Ensure documentation meets standard legal requirements.
Reviews Computer Aided Design and Drafting (CADD) drawings to ensure requirements are met.
Identifies agencies requiring permits; communicates permit requirements to Engineers, Project Coordinators and Construction Supervisors.
Creates correspondence for permitting process (e.g., exception letters, project revisions, permit applications).
Ensure thorough and accurate documentation is prepared for management of real property – appraisals, easements, licenses, permits, plats of survey. Ensure documentation meets standard legal requirements.
Perform negotiations with landowners for acquiring rights-of-way, real property, and permits.
Perform field research at governmental record centers and county recorder offices.
Define property right requirements for developers when planning utility infrastructure for new business developments.
Documents permit acquisition process (e.g., permits required by various agencies such as state DOT, railroad, city, county; geographic district requirements).
Stays current on permit requirement changes.
Evaluate and assist in selection of proposed pipeline project routing alternatives. Recommend alternatives that minimize real estate requirements and permitting impacts.
Represent the company at public zoning meetings to obtain construction approvals.
Review engineering designs and permitting applications to ensure real estate and permit requirements are understood and adequately incorporated into project plans.
Execute standardized legal instruments for managing real estate transactions – easements, licenses, purchase agreements.
Informs applicable employees of permit changes.
Attends quarterly state Department of Transportation (DOT) meetings to learn of future DOT projects that may conflict with utility construction projects or infrastructures.
Process applications for crossings of company right of ways. Engage asset protection, system integrity, legal, and operations when reviewing proposed applications. Communicate crossing requirements to applicants and collect crossing fees.
Tracks permit acquisition and land right investigation activities: permits received; permitting fees; issuing agencies; investigation requests; turn-around times.
- Bachelor’s Degree or 2 years college with 5 years real estate experience in pipelines, utilities, transportation, underwriting, title research, government, or similar right of way management experience.

Related Work Experience:
- 2 - 5 years real estate experience
